Skype and E-Plus announced a partnership in early September 2005, making E-Plus the first cellular operator to bundle Skype's voice over IP (VoIP) software in a package with UMTS data cards. However, most cellular operators have not promoted VoIP; indeed, some operators have sought to actively discourage, or even block, cellular VoIP activity. This paper examines the reasons why some operators may choose to offer VoIP on their mobile networks and assesses the relative risks and rewards that such a strategy poses.
